In the fall any team that wants to move up can.
If your team was an B or C team that finished 1st or 2nd in the regular season in your division durihg the fall or finished in the final four of the playoffs you must move up.
In the spring we do not have A/B/C division all teams up put together and playoffs are broken down depending on how your team finished in the regular season.
