I agree, there are some top tier teams that shouldn`t be playing with everyone else.

I disagree. If you want to be the best, you have to beat the best, right?

Maybe a B+ league is a good way to go if you have a ton of teams, but not to get powerhouses out of a league. You should want to play these teams more than any other!

Its cool to have the spring league be an Open league as it gives a variety of teams a chance to compete and its a good way to really shake out teams and show where they really are, competitively speaking. The fall league is tiered, so let`s keep the spring league open.

Increase the division sizes, so 10 teams are in each. This will make it so each division gets about 2/3 A teams, 2/3 actual B teams, and 4/5 newb/C/less competetive teams...
Take time to enjoy the amount of teams we can field, enjoy the spring, and if less talented teams dont want want their butz whupped, then they will move to C or improve...
