The flags have to be a different color from the stripes. So if you`re wearing black shorts with a white stripe, you can`t wear white flags.

I think it depends on the ref. Some say NO stripes some say they have to be a different color than the flags.

Flags must contrast with stripe color. We do not disallow stripes on shorts.

wouldn`t it have been been easier to just say "we DO allow stripes on shorts" =P
