There are multiple definitions, but in this case I think the one that fits best is - able to speak clearly and logically. So, in this case being able to transfer thoughts into coherent sentences would follow along those lines.

Now, let me use it in a sentence for you. "******** was unable to speak in a coherent manner while my Big Johnson was in her mouth."
